People of Joshimath, Uttarakhand are now worried about demolition of houses, preparations to demolish around 1000 houses after landslide
धंसता जोशीमठ: लोगों में अब घर तोड़े जाने की चिंता, भूधंसाव के बाद तकरीबन 1000 मकानों को तोड़ने की तैयारी
A plan has been prepared for the rehabilitation and conservation of Joshimath city, which is in danger due to landslides. Under this, Joshimath has been divided into three zones according to the risk of disaster. It has been decided to completely evacuate the Singhdhar area and some sensitive areas around it by keeping them in the high risk zone.
According to sources, this scheme has also received consent from the Central Government.
There is a plan to demolish about 900 houses in Joshimath for the safety of the people. There are preparations to settle the families displaced by this in Gauchar. For this, Uttarakhand government has identified 25 hectares of land in Gauchar. According to Disaster Management Secretary Dr. Ranjit Kumar Sinha, the Post Disaster Need Assessment (PDNA) report on Joshimath has been submitted to the Central Government.
The Central Government has approved giving Rs 1465 crore in the first phase for security work and displacement of the affected people in Joshimath. The remaining contribution of Rs 335 crore will be from the state government. It is known that when landslides started in January, the government had declared Gandhinagar, Singhdhar, Manohar Bagh and Sunil Ward as disaster affected.
Joshimath has been divided into high, medium and low risk zones on the basis of sensitivity. All people will be displaced from the high risk zone. Buildings are divided into four categories in the medium and low danger zone. The houses in black and red category will be the ones which will be very sensitive.
All such buildings will be demolished. Yellow category houses will be border line houses. If these can be made safe through retrofitting or other safety measures, they will be repaired. Otherwise they will be considered red category and demolished. Green category will include those houses which are completely safe.
Restrictions in high risk zone
There will be a complete ban on new construction and repair work in the high risk zone. In other areas also, work can be done as per the master plan. According to the Disaster Management Secretary, a survey of the bearing and carrying capacity of other hill towns of the state is being conducted. Standards will be made for construction works there also. In future, construction work will be done as per the standards.
Affected people will get two options for displacement
In the PDNA report sent to the Central Government, the Government has also sent the outline of the process of displacement to the Centre. Under this, the government will give two options on the land identified in Gauchar. People can also build houses themselves by taking compensation from the property of Joshimath. Or you can request the government to build a building.
For this the government will have to pay a fixed amount. According to Secretary-Disaster Management, the acquisition process will be started as soon as permission is received from the Central Government. DPR is also being prepared for the work to be done for the security of areas other than high risk.
