In this whole matter, the names of Chief Secretary Iqbal Singh Bais, who are considered to be the special person of CM Shivraj Singh Chouhan, and Lalit Mohan Belwal, CEO of the State Rural Livelihood Mission, have come up. The Congress today lodged a complaint with the Lokayukta demanding action regarding this scam.

Congress Rajya Sabha MP Vivek Tankha said in a press conference at the Madhya Pradesh Congress Committee headquarters, on the basis of the complaint made by Paras Saklecha to the Lokayukta, that the present Chief Secretary of the state, Iqbal Singh, became the Chief Minister’s Secretary in 2014 and after 2017, he appointed Belwal. By making him his CEO, he was transferred under another department of Rural Development.

Vivek Tankha said that this arrangement continued till 2018. Belwal retired in 2018 and the government changed in December. Kamal Nath’s government was formed and when he came to know about the corruption in it, during his tenure he transferred seven factories under Agro Corporation back to MP Agro, from where this work was being done for years.

Vivek Tankha said that in March 2020, Kamal Nath’s government left and Shivraj’s government came. A day later Iqbal Singh becomes the Chief Secretary. After a few days Belwal comes back on contract and after a few days those seven factories also come back to Rural Development.

Vivek Tankha said that Madhya Pradesh Accountant General’s report has come, today we have placed the summary of that report before the Lokayukta. In it, fake production, fake distribution and fake transportation worth Rs 500 crore have been revealed in the State Rural Livelihood Mission. In this, vehicles with scooter, auto and car numbers have been revealed to transport ration.

The Congress leader said that the Accountant General had conducted this inquiry on a sample basis and said that it was the responsibility of the state government to get the matter probed by an independent body. But the state government did not take any initiative to conduct any inquiry in this regard. He said that it is necessary to immediately remove both these officers from their posts for independent investigation of the matter.

He said that in the complaint made in the Lokayukta, it has been said that Chief Secretary Iqbal Singh Bains, CEO LM. FIR should be lodged against Belwal and other constitutional, government and private sector beneficiaries who were involved in this large scale corruption.

There are clear orders of the Supreme Court that FIR should be registered in such case and investigation should be started immediately by seizing all relevant documents.

On the question of going to the court, Vivek Tankha said that he will do everything, but will do it on his own time, this matter is a test of the independence of India’s democracy and Lokayukta organization of Madhya Pradesh, whatever he does, he will justify it. We have complained to the Lokayukta and the Lokayukta has to look into the matter.
