Huge protest in Delhi seeking to restore Old Pension Scheme

Government employees said that four states have already announced the implementation of OPS, so why can’t the Center implement it. He said that we do not want NPS, we do not want this stock market scheme. The Constitution also says that old pension is our right.

Thousands of government employees from across the country gathered at Ramlila Maidan in the capital Delhi on Sunday, opening a front against the Modi government demanding the restoration of the Old Pension Scheme (OPS). Organized under the aegis of National Movement for Old Pension Scheme, the ‘Pension Shankhnaad Maharally’ was organized with the aim of putting pressure on the Center to implement the old pension scheme instead of the existing National Pension Scheme (NPS).

Organizers of the rally told media persons that four states have already announced the implementation of OPS, so why can’t the Center implement it. Thousands of government employees from different parts of the country took part in the rally at Ramlila Maidan. Jitendra, who came from Pune, Maharashtra, said that the old pension scheme is closed since 2004 in the country and since 2005 in Maharashtra. We don’t want NPS (New Pension Scheme), we don’t want this stock market scheme. The Constitution also says that old pension is our right.

This rally is being organized after the central government came up with a one-time option for government employees to opt for the old pension scheme in March this year. According to a notification of the Ministry of Personnel, employees who joined the Central Government services in advertised or notified posts before December 22, 2003, the date on which the NPS was notified, will be eligible for pension under the Central Civil Services (Pension) Rules, 1972 (now 2021 ) are eligible to join the old pension scheme under. A select group of government employees can choose this option till August 31, 2023.

The ministry had said that the option once exercised would be final. This step has been taken following various representations, references and court decisions in this regard. The order said that “in all cases where a Central Government civil servant has been appointed against a post or vacancy which has been advertised for recruitment/appointment before the date of notification for NPS i.e. 22 December 2003.” was notified and is covered under NPS upon joining service on or after January 1, 2004, can be given a one-time option to be covered under the CCS (Pension) Rules, 1972 (now 2021). ”

The order said those government employees who are eligible to exercise the option, “but who do not exercise the option by the prescribed date”, will continue to be covered by the National Pension System. Under OPS, employees get a defined pension. An employee is entitled to 50 percent of the last drawn salary as pension. Under NPS, employees contribute 10 percent of their basic salary for pension while the government contributes 14 percent. OPS was closed by the NDA government in 2003 with effect from 1 April 2004.
