The Delhi High Court has issued directions focusing on the minimum standards of school safety to be followed by the Child Safety Monitoring Committee appointed by it during inspection of schools in the national capital. The court was hearing a case initiated on suo motu following the alleged sexual assault of a three-year-old child in a Delhi school. The next hearing of the case will be on 18 April 2024. The court has ordered that the committee headed by the chairman will inspect the schools as a whole.
In exceptional circumstances, the Speaker may allow a member to independently inspect who will report to the Speaker for approval. If dissatisfied, the Chairman can inspect again and prepare a new report.
The inspection proceedings will be led by the Chairman. The suggestions of the other two members will be considered, but the decision of the Speaker will be final. Both members will not interact directly with school officials. Inspection areas including classrooms and toilets will be photographed for transparency.
Police verification of guards, especially near girl students’ toilets, should be provided by the school. If verification is lacking, the Speaker may direct suspension until verification is completed. Additionally, the management should ensure regular breathalyzer testing for bus drivers. In cases where buses are contracted, the contractor is responsible for police verification and breathalyzer testing.
